The parents are 100% at fault here and should be prosecuted for neglect.
They are not researchers yet relied on their "own research ", the infamous refrain of the willfully ignorant.
The doctor is also to blame and, to a somewhat lesser extent, are the transport and hospital teams.
There are no innocents in this beyond the dead child, but it's the parents, whose reckless decision began this cascade of failures, who are primarily responsible.
