soooo barring obvious brokeness how do you even tell if a ring bearing like this needs replacement? i dunno!

I put it together dry and totally clean, give it a really good spin, and listen.
If it gives a uniform tssssss then ok - more of a cchh rattle not so good. I realise that probably doesn't help as typing two very sounds was never gonna work. But you can hear (and feel with fingertips) vibrations and imperfections that you cannot see the source of.
On the whole, and more realistically, unless one of the components is pitted or visibly worn I would repack and use
