lots of people want non-flat web and app designs back, way fewer people want to painstakingly draw pixel-perfect borders and bevels and textures for as many different screen DPI settings as currently exist

like, i'm not here to say that the people who want these designs are aesthetically or morally wrong, but there is a reason flat designs came about at the same time after apple introduced the "retina" display on their devices, and especially after everyone else started making displays with all sorts of resolutions that aren't strict multiples of 72 or 96 DPI
all those nicely-drawn visual styles windows xp and vista was famous for? only support three settings: 96, 120 and 144 DPI, and even then it was more of an accessibility setting
the reason why windows 9x had freely scalable window elements? microsoft realized that they had a font hinting engine that was really good at making properly pixelated versions of vector shapes and so made the most important ones into a font -- and even then, it only worked because these early designs either used plain gradients (like the title bars on windows) or 4 shades of gray
