ok so turns out running mediawiki on toolforge is presently blocked due to mariadb being too old:

@brennen that's another possibility that will probably take all day to get set up and then turn out not to work for some reason ;)
@brooke yeah, and installing arbitrary packages there is not so much a thing. though... well if there's a task or something that lays out what you need, i could take a look at it. i'm not sure what global templates entails.
