@hacks4pancakes Make sure you get your county recorder fired for this. Requiring paper submissions is (perhaps on purpose) not up to modern standards. I've never heard of this problem in Pima County Arizona. Our recorders for the last 20 years have protected my right to vote from abroad either emailing a PDF or from this year using an online form.

@interpipes of course it was clearly a ballot form. It was paper mail to an elections office.
