KTSM (Texas): County declares disaster, 60 homes in Horizon area impacted by flooding
L PASO, Texas (KTSM) — El Paso County Judge Ricardo Samaniego issued a local disaster declaration on Tuesday, Oct. 27 to respond to widespread flooding that has hit the area.
County officials said at least 60 homes have been affected by flooding in the Horizon area.

I am suspecting they don't quite understand the actual topology of their area... there's some green north of the city which seems (to me) to be a very mild water path (we are talking... Texas plains)... enough rain up there, and it all settles down there in town. Look at the moisture index here of the town. Old floodplain? Occasional river?
Fascinating whatever this is.

Might be a bit of an old lake bed where the city is, or at least a natural basin. The ancient street grids are from when developers sold legally uninhabitable plots with no possible access to water or power in the 1960's-early 80's.
The "wet" area on the right is... this. 🤔
