That's by Jordan Hubbard https://en.wikipedia.org/wiki/Jordan_Hubbard who co-founded FreeBSD and now works for NVIDIA.
He is not on the FreeBSD Core Team https://www.freebsd.org/administration/ but he does still have commit privileges https://docs.freebsd.org/en/articles/contributors/ and therefore has a vote in Core Team elections.

Jordan left Apple in 2013 to become the CTO of the TrueNAS guys (and run FreeNAS), then left in 2017 for a two-year stint at some biotech firm called "TwoPoreGuys", after which he went to work at Uber's engineering team for a year, then went to Nvidia where he is now. (sauce: wikipedia)
