I’m failing to see why legally this is even remotely relevant. It would be like allowing them to speed or run red lights because customers want to go faster.
A good thing would be to make uber drivers aware that they're gonna be essentially unemployed in 1-1.5 years if Ontario gets their way. What do they hate more - bikes, or unemployment?
