BSD Cafe - Temporary shutdown of PHP-based services

Due to recently disclosed, critical PHP vulnerabilities for which patches are not yet available, we have decided to temporarily shut down the PHP-based BSD Cafe services as a precaution.

The affected services are:

- The BSD Cafe Wiki (https://wiki.bsd.cafe)
- The BSD Cafe Journal (https://journal.bsd.cafe)
- BSD Cafe FreshRSS (https://freshrss.bsd.cafe)

These services will remain unavailable until the situation is clarified and we can safely bring them back online.
